Rainmeter Always on Top: Position, Load Order and Game Limits

Choose Rainmeter Topmost or On desktop, understand all Position levels and Load order, and diagnose flicker, Show Desktop and Game mode behavior.

Editorial: DeskSpruce Published

To keep a Rainmeter skin above ordinary application windows, select its loaded configuration in Manage → Skins and set Position → Topmost. Use On desktop when you want a desktop widget behind applications. Stay topmost is a more aggressive setting and can cause flicker when two overlapping skins both use it.

Scope: this guide follows Rainmeter's documented window stacking behavior. Topmost is not a guarantee of an overlay above every full-screen game or protected display surface.

Choose a position for the intended behavior

PositionDocumented behaviorTypical reason to choose it
On desktopBehind normal applications; remains visible with Show DesktopPassive desktop widgets
BottomBehind normal applications; does not remain visible with Show DesktopBackground positioning with that specific behavior
NormalCan be brought forward on click; remains with Show DesktopOrdinary interactive skin windows
TopmostAbove normal application windows; remains with Show DesktopA monitor visible while using normal apps
Stay topmostActively keeps itself above other windows, including skinsA deliberate exception when ordinary Topmost is insufficient

The numeric AlwaysOnTop setting in Rainmeter.ini is not simply yes or no. Its values are -2 for On Desktop, -1 for Bottom, 0 for Normal, 1 for Topmost and 2 for Stay Topmost. Use the Manage labels for routine changes so you do not confuse this with an option in the skin's own file.

1. Set the affected configuration, not the whole suite

  1. Open Manage from the notification-area icon and select the active .ini file.
  2. Record the current Position and Load order. Choose Topmost if you want it above ordinary apps.
  3. Check it with the actual application you use. Avoid interacting with unfamiliar power or launcher controls while testing visibility.
  4. Save a named layout after the arrangement works. Loading an older layout may restore older window settings.

A suite can consist of several separately loaded configurations. Setting the clock to Topmost does not automatically change the weather panel. For moving and backing up the wider arrangement, see layout customization.

2. Use Load order only within the same position

Position selects a front-to-back level. Load order controls how skins in the same level are initially ordered. It cannot make a Normal skin appear above a Topmost skin. Lower load-order values load first and sit beneath higher values within the applicable level.

Normal and Topmost skins can change their relative ordering when clicked. Bottom and On Desktop skins do not reorder relative to each other on click. Stay Topmost ignores Load order. These differences matter when assembling a background panel and several separate labels.

3. Diagnose flicker or another window taking precedence

Rainmeter warns against overlapping two Stay Topmost skins because they compete to remain in front and can flicker. Put both in a less aggressive shared position and use Load order, or remove the overlap. Increasing both settings does not resolve that conflict.

If another application explicitly puts itself on top after a Topmost skin loads, the documentation says it can remain in front until the skin is clicked or refreshed. Stay Topmost can address that ordinary stacking case, but it should not be treated as a universal game-overlay switch.

Full-screen games and disappearing skins

Check Manage → Game mode if skins disappear when a game starts. Game mode can deliberately unload them or switch layouts to save resources. A skin that is unloaded cannot be made visible by changing its Position. Automatic detection is documented for full-screen D3D games on the primary monitor; additional processes can also trigger it.

If a widget disappears specifically after Windows + D on Windows 11 24H2 or later, note that Rainmeter's history records a related fix in version 4.5.22. Check your version and official release notes before rewriting a skin's stacking logic. This is a documented past fix, not proof that every Show Desktop symptom has the same cause.

For a skin that cannot be clicked despite being visible, check Click through. For a skin missing even on an otherwise empty desktop, use the visibility checklist.
